New Jail Proposition on April 2018 Ballot

Benton County voters will soon have opportunity to approve a proposal for construction of a long-awaited and desperately-needed new jail, or to reject it for a second time, keeping the status quo which for health, safety and security reasons is unacceptable.

County Commissioners approved a motion on January 22, 2018 to place Proposition 1 on the April 2018 municipal election ballot.

Shall the County of Benton, Missouri impose a county wide sales tax in the amount of one-half of one percent ($0.005) for a period of twenty-one years from the date on which such tax is first imposed for purposes of operations and paying for construction of a new jail for detention facilities and administrative office space for the County Sheriff’s operations? If approved, this sales tax will expire on September 30, 2039 or whenever the final payment occurs on lease certificates of participation financing, whichever comes first.

If approved, after solicitation and acceptance of construction bids, the project, estimated to take 2-1/2 years to complete, would begin in Spring 2019.

The proposed site is on the access road across from the former Smoke Shack BBQ. It is close to the ambulance center, close to the water tower, has sewer and utility lines in place – saving an additional $1-2 million, and gives easy access to Hwy 65.

Sheriff Knox said the jail is “designed specifically for Benton County, based on information pulled from the jail project archives, and is exactly what the people asked for. The new plan saves nearly $5 million.  Much of the space is multifunctional, and unlike now, it is extremely secure.”

The design is state of the art, Knox said.  There are no razor wires. Inmates will be brought in via a secured sally port and will not be outside unless they have been released by the proper authorities and procedures.  No homes or children’s school or play areas are in the immediate vicinity; the jail will not be in anyone’s backyard.

Knox said everyone involved in the jail project has taken seriously the responsibility to be good stewards of taxpayer money. Geographically, site selection was limited because of the lakes, and because of the goal to save between $1-2 million by locating options with water, sewer and electricity already available. The difference between the site selected and the next best location about 100 yards south of it, was the price.

He respects opinions of residents who are  protesting the location, Knox said. He believes they do not yet have all the facts. Distribution of information about the jail project has begun, and opportunities to ask questions and learn more about the details will be available soon through townhall meetings.

Weather Patterns – Part One

Perspectives and laws on a number of issues, including global warming – now climate change, will take interesting turns after January 20, 2017. Indeed, president-elect Trump has held meetings already with Al Gore and Leonardo DiCaprio. Both are high-profile, heavy investors in climate change politics and business.

Therefore, to study national weather patterns is relevant, looking first to Missouri, home of the Enterprise.  Farmer’s Almanac website facilitates searches of daily temperatures by zip code, that the National Climatic Data Center has recorded since January 1, 1945.

According to the National Oceanic and Atmospheric Administration (NOAA) report, Climate in Missouri:

All of Missouri experiences “extreme” climate events and such events must be considered part of the normal climate (http://www.crh.noaa.gov/Image/dvn/downloads/Clim_MO_01.pdf).

Warsaw holds the record for the coldest temperature recorded in Missouri with -40°F on February 13, 1905. Along with Union, Mo., Warsaw also experienced the hottest recorded temperature of 118°F on July 14, 1954.

Because of their greater populations and the broader impacts of extreme events (albeit ‘normal’ for Missouri), data on three major cities on January 1st – St. Louis in east Missouri, Kansas City in the west, and Springfield in the south, is highlighted for this study.

Recall that in January 2006 Al Gore warned that global warming and greenhouse gases left unchecked would destroy the planet within a decade.

Some consider his work suspect. January 22, 2016, Investors.com, published an article entitled: “Five Ways We Know Al Gore’s Been Running A Global Warming Racket.”  (http://www.investors.com/politics/editorials/al-gore-runs-global-warming-racket/).

Others proclaim that Gore has finally been taken seriously. Wired.com’s article on May 24, 2016 claimed: “10 Years After an Inconvenient Truth, Al Gore May Actually Be Winning”  (https://www.wired.com/2016/05/wired-al-gore-climate-change/).

Nevertheless, the charts below tell their own story, at least the part of it about changes over the past 16 years in this part of the country. Not only is the data between and among years useful for detecting trends over time, but the daily temperature changes between high and low are sometimes extreme.

Sanctioned by USA Cycling

Event organizer Mac Vorce pointed out that Warsaw’s June 12 mountain bike race is sanctioned by USA Cycling under its Permit No. 2016-562. Participants earn points that are reported along with all race results to the National Ranking System.

Participants and spectators get opportunity to engage in fitness and fun, and enjoy lively entertainment during intermission.

Fees and Prizes

Unlicensed participants pay a $10.00 one-day license fee, plus applicable entry fees. Kids race for free; juniors pay $20.00; men and women in the eight-mile single speed race pay $30.00, and men and women in the long-course categories pay $40.00.

Cash prizes are three-deep for races with at least nine participants.

Trails open on non-race days

Truman Lake Mountain Bike Park trail is open to the public for biking, hiking and walking on days when no special events are scheduled.

Osage Lakes Greenway Corp. cooperates with the City of Warsaw and the Army Corps of Engineers to develop and maintain the trail, as well as the several others situated throughout the area.

Local residents and community leaders take pride in the fact that in 2014 the Missouri Bicycle and Pedestrian Federation identified Warsaw’s walking and biking trails as among the best in the nation.

Another July storm hits Sterett Creek

Severe wind and thunderstorms brought down several trees and uprooted many others in Sterett Creek on Wednesday night, July 1. (See photos below.) One road was blocked for a good part of the day by an uprooted and toppled tree whose thick trunk made passage impossible until a portion of its middle laying across the road, wide enough to allow one car at a time to pass through – very carefully – had been sawed out and removed.

Residents remembered a similar time when a storm – labeled a “microburst” – that hit in July 2012 left the Sterett Creek Marina turned over and several boats damaged or completely sunken.

Neighbors helped neighbors clear their properties and driveways by gathering broken tree limbs, loading and/or dragging them in golf carts to an open common area.

Meanwhile, Jessica Quick of abc17news.com reported the National Weather Service confirmed an EF-1 tornado about 3 miles northwest of Warsaw Wednesday night. It struck just minutes before 10 p.m. and caused uprooted trees, damage to a metal building and a boat dock, and sank several boats.
